Rates change: confirm before you order
Duty rates on goods from China changed several times in 2026, and USTR’s second four-year review of the China Section 301 actions is under way. Rates here are as of Oct 15, 2026. Confirm the classification and every rate with your licensed customs broker before you order.
What is the HTS code for FRP grating?
US Customs and Border Protection (CBP) classifies molded and pultruded FRP grating under HTS 3925.90.00.00, “builders’ ware of plastics, other,” in ruling NY L81379. Earlier rulings NY 856014 (1990) and NY 861123 (1991) reached the same heading. CBP rejected classifying the grating as a glass-fiber article under Chapter 70, because it is a rigid plastic article.

Port to port, Shanghai to Los Angeles takes about 14–20 days, and Shanghai to New York/New Jersey about 30–40 days on all-water service via the Panama Canal; rail land-bridge from the West Coast is a common alternative for East Coast delivery. Production and US delivery come on top; see lead times, MOQ and shipping.
How do you estimate landed cost per square foot?
Landed cost per sq ft is the factory price plus every import cost, divided by the square feet you receive. Add up the costs for one container, then divide by the square feet it holds. The fiberglass grating price page shows dated US market prices to compare the result with.
| Cost line | How to calculate it | Where the number comes from |
|---|---|---|
| 1. Factory price (FOB China port) | Price per sq ft × sq ft in one container | Your Strongrate quote |
| 2. Ocean freight and insurance | Container rate (or a CIF quote) for one container | Your forwarder; compare with the freight benchmarks above |
| 3. Square feet per container | Panels per container × sq ft per panel | Your Strongrate quote |
| 4. US import duty | About 42.8% × dutiable value (as of Oct 15, 2026) | HTS 3925.90.00.00, China origin1 |
| 5. Merchandise Processing Fee and Harbor Maintenance Fee | Current CBP rates, from your broker | Not included in the 42.8% duty figure1 |
| 6. Customs broker, bond and entry filing | Your broker’s fee schedule, per entry | Your licensed customs broker |
| 7. US port, terminal and drayage charges | Your forwarder’s or trucker’s quote | Not included in freight index rates2 |
| 8. Delivery to site | Carrier quote to your ZIP code | Your carrier |
| 9. Landed cost per sq ft | Lines 1, 2 and 4–8 for one container, divided by line 3 | Your result |

For one delivered price with duty included, ask for a DDP quote. The Incoterm and the importer of record are confirmed in your quote; see how buying direct works.
Do grating clips and hardware pay a different duty?
They can. As of Oct 2026, Section 232 steel derivative products, including hardware and fasteners, carry 50% duty on their full value, so stainless steel hold-down clips shipped with grating may be subject to it. Confirm their classification with your licensed customs broker, and see fiberglass grating clips.
Do samples from China pay duty?
Yes. The $800 de minimis duty-free entry has been suspended for goods from China since May 2, 2025, and was still suspended as of Oct 2026, so samples and small parcels need a customs entry and pay duty. Confirm the charges with your licensed customs broker or courier, and see fiberglass grating samples.
Does Canada charge duty on FRP grating?
Canada applies its own tariff, not the US duty stack. As of Oct 2026, its MFN duty rate for tariff item 3925.90 is 6.5%, and Canada’s surtaxes on Chinese goods cover steel, aluminum and electric vehicles, not plastic products such as FRP grating. GST or HST and CBSA entry steps are not covered here; confirm with a Canadian customs broker.
Frequently asked questions
Does the 42.8% duty include customs fees such as MPF and HMF?
No. The total of about 42.8% for China-origin FRP grating (as of Oct 2026) covers the three ad valorem duty layers only; the Merchandise Processing Fee, the Harbor Maintenance Fee, the customs bond and broker fees are extra. Confirm with your licensed customs broker.
Who pays the import duty on a factory-direct grating order?
The importer of record. On FOB or CIF terms that is you, through your customs broker; on DDP terms the seller or its forwarder pays it and includes it in the price. Your quote states the Incoterm.
Can importers recover IEEPA tariffs already paid on grating?
Importers can seek refunds of IEEPA duties already paid through CBP’s CAPE process, after the Supreme Court held in February 2026 that IEEPA does not authorize tariffs. Ask your customs broker.
